This was echoed by a U-S Colonel on hand to present to Panama's president a symbolic key to the final military base in the former Canal Zone. SOUNDBITE: (English) "It is with the knowledge that what the United States has accomplished during the years, will be utilized to continue to build this great nation. Augment its growing economy and improve the quality of life for the people of Panama. Ladies and Gentlemen thank you, and on behalf of the United States Army, good bye." SUPER CAPTION: Colonel Schumann The base was handed over in accordance with the 1978 Panama Canal treaties requiring the United States to surrender control of the canal and to remove all U-S troops by December 31, 1999. There is a concluding handover ceremony taking place in Panama in mid-December. For many attending Tuesday's event, it marked a special occasion for relations between the two countries. SOUNDBITE: (English) "Certainly I feel sadness but that isn't out of a sense of regret or frustration that we are giving up all this area. The sense of loss I feel is that I am leaving part of my life, I am leaving the part of me that played when I played soccer in that field (points) or the part of me that worked with friends or ran miles in laps here. Or went to jungle school 18 years ago. So, the sadness is very simply that I am leaving a part of my life back here. By the same token I am taking some of it with me, my Panamanian wife." SUPER CAPTION: Lieutenant Colonel Byron Conover But Panama's President made it clear that this was the last time a U-S military presence would be allowed on Panama's soil. SOUNDBITE: (Spanish) "Many have speculated on the trip that a group of officials made to the U-S. I will make clear, categorically, that this government will not negotiate any deal that might mean the continuation of the U-S military presence here. " SUPER CAPTION: Panamanian President Mireya Moscoso The United States will be represented in Panama by former President Jimmy Carter, whose administration negotiated the treaties that established the framework for the handover. Secretary of State Madeleine Albright will also be present for the main ceremony. It will mark the end of almost one hundred years of U-S presence in the area. U-S President Clinton said he wished the Panamanian's well. SOUNDBITE: "I supported it at the time and I still support it, I think that it's the right thing to do. I think that the new government of Panama is committed to governing the canal in an appropriate way and keeping it open and working with us to do so and having good relations." The committee comprising of one senior official each from the FIA, NAB, SECP, SBP, ISI, and MI, will be tasked to probe the assets, announced the chief justice. The five-member bench led by Justice Asif Saeed Khosa had reserved its verdict in the case on February 23. The decision comes as security and the economy improve in the country ahead of general elections scheduled to be held next year. The controversy erupted with the publication of the so-called Panama Papers last year, 11.5 million secret documents from Panamanian law firm Mossack Fonseca which documented the offshore dealings of many of the world's rich and powerful. Panamagate: A timeline of how it unraveled Among the global elite implicated were three of Prime Minister Nawaz Sharif's – his daughter Maryam, and his sons Hasan and Hussein. At the heart of the matter was the legitimacy of the funds used by the prime minister's children to purchase several high-end London properties via offshore companies. Sharif's ruling PML-N party had insisted the wealth was acquired legally through family businesses in Pakistan and the Gulf. But the opposition parties, including the Pakistan Tehreek-i-Insaf (PTI), argued the paper trail for the funds was non-existent, and that the onus was on PM Nawaz Sharif to prove his relatives did not engage in money laundering. The case took the country by storm and dominated headlines in the country for over a year now, with all eyes set on the Supreme Court in Islamabad for the much-anticipated verdict. Security beefed up Security had been beefed up around the Supreme Court at Islamabad's Constitution Avenue, with additional barriers placed and barbed wires laid around several buildings. Around 1000 police, Rangers and security personnel were deployed inside and outside the apex court building. A senior police official said entry of irrelevant persons in the Red Zone was blocked, while VIPs' security guards would also not be able to carry arms with them. The security force included six superintendents, 29 deputy superintendents, 83 SHOs, 165 upper subordinates, and around 2,400 lower subordinates. PTI, PML-N workers barred from going to SC Prime Minister Nawaz Sharif had barred his party activists from going to the apex court, on the occasion of the announcement of a much-awaited verdict in the Panama leaks case. He said that no irrelevant person needs to go to the Supreme Court. PTI chairman Imran Khan had also restricted his workers from coming to the apex court. He said only central leaders of the party would go to the SC. PTI to accept any verdict by SC Leaders from the opposition Pakistan Tehreek-e-Insaf, which has been a major stakeholder in the case, were optimistic for a positive judgment. Speaking to reporters outside the Supreme Court, PTI central information secretary Naeem ul Haque said his party would accept the Supreme Court's verdict. "Imran Khan has repeatedly said that the party will accept the SC’s verdict. We respect Pakistani courts and the SC is the highest court in Pakistan’s judicial hierarchy," Haque said. "The SC's verdict on this case will be in favor of all Pakistani citizens," the PTI leader added. Earlier on Wednesday, PTI leader Asad Umar said it was clear to him what the verdict would be. "The evidence we saw during the last 12 months, the facts that were put before the nation, and what was presented to the Supreme Court. All facts and evidence are against Mian sb. When the nation sees that [Prime Minister] Nawaz Sharif could not bring anything other than the one Qatari letter, it is clear to us what the verdict will be," said PTI leader Asad Umar. Clinton released a written statement in Washington, as the U-S relinquished control of the waterway at a ceremony in Panama on Tuesday. To the dismay of Panama, the U-S President skipped the event and sent former President Jimmy Carter instead. White House Press Secretary Joe Lockhart rejected the idea that Clinton's absence was linked to conservative criticism of the handover. Though the handover is now complete, White House Press Secretary Joe Lockhart is still defending U-S President Bill Clinton's decision not to go to the Panama Canal. Officials point out the president has already taken 12 foreign trips this year, and was unable to attend the canal ceremony because of scheduling conflicts. Lockhart rejected suggestions that Clinton's absence was linked to conservative criticism of the handover. SOUNDBITE: (English) "This decision is not made based on the politics. The president supported this treaty in 1977, '79. I think they started debating it in '77, or '78. Supported it then, supports it now, believes this is the right thing to do. You know, I think some of the somewhat, hysterical comments coming from the right, none withstanding, that seek to distort the record just have to be ignored, as it's often the best way to deal with some comments. You know, we can't do every trip that is important, but our commitment to the region is unparalleled." SUPER CAPTION: Joe Lockhart, White House Press Secretary Conservatives in the U-S have expressed fears that Panama is handing over the canal to China through a concession to operate ports at each end. However Clinton says the ceremony underscores America's confidence in the Panamanian government's ability to manage the canal. Clinton also pledged to work to ensure the canal remains open to global commerce. Standing in for Clinton in Panama, was former President Jimmy Carter. U-S Secretary of State Madeleine Albright cancelled her plans to attend after talks between Syria and Israel were scheduled in Washington for the day after the Panama ceremony.
