This was echoed by a U-S Colonel on hand to present to Panama's president a symbolic key to the final military base in the former Canal Zone. SOUNDBITE: (English) "It is with the knowledge that what the United States has accomplished during the years, will be utilized to continue to build this great nation. Augment its growing economy and improve the quality of life for the people of Panama. Ladies and Gentlemen thank you, and on behalf of the United States Army, good bye." SUPER CAPTION: Colonel Schumann The base was handed over in accordance with the 1978 Panama Canal treaties requiring the United States to surrender control of the canal and to remove all U-S troops by December 31, 1999. There is a concluding handover ceremony taking place in Panama in mid-December. For many attending Tuesday's event, it marked a special occasion for relations between the two countries. SOUNDBITE: (English) "Certainly I feel sadness but that isn't out of a sense of regret or frustration that we are giving up all this area. The sense of loss I feel is that I am leaving part of my life, I am leaving the part of me that played when I played soccer in that field (points) or the part of me that worked with friends or ran miles in laps here. Or went to jungle school 18 years ago. So, the sadness is very simply that I am leaving a part of my life back here. By the same token I am taking some of it with me, my Panamanian wife." SUPER CAPTION: Lieutenant Colonel Byron Conover But Panama's President made it clear that this was the last time a U-S military presence would be allowed on Panama's soil. SOUNDBITE: (Spanish) "Many have speculated on the trip that a group of officials made to the U-S. I will make clear, categorically, that this government will not negotiate any deal that might mean the continuation of the U-S military presence here. " SUPER CAPTION: Panamanian President Mireya Moscoso The United States will be represented in Panama by former President Jimmy Carter, whose administration negotiated the treaties that established the framework for the handover. Secretary of State Madeleine Albright will also be present for the main ceremony. It will mark the end of almost one hundred years of U-S presence in the area. Fort Sherman was the primary Atlantic-side infantry base, while Fort Amador protected the Pacific side. Construction of Fort Sherman began in January 1912 as a phase of the original 1910 defensive plans. Fort Sherman was named by War Department General Order No. 153 dated November 24, 1911, in honor of General Sherman. The Fort included 23,100 acres (93 km2) of land, about half of which was covered by jungle. The developed areas included housing, barracks for 300, a small airstrip and various recreational areas. Sherman was the site of the US's first operationally deployed early warning radar when an SCR-270 was installed there in 1941... Modern use After the decommissioning of the U.S. Army Coast Artillery Corps the forested area was used by the United States Army South (USARSO) Jungle Operations Training Center (JOTC). JOTC was founded in 1951 to train both US and allied Central American forces in jungle warfare, with an enrollment of about 9,000 a year. The JOTC also taught a 10-day Air Crew Survival Course, open to all branches of service, and a four-week Engineer Jungle Warfare Course. Upon completion of the course the Jungle expert badge or patch was awarded. Between 1966 and 1979 1160 sounding rockets with maximum flight altitudes of 99 kilometres were launched at Fort Sherman. Vietnam War The British experience in counter insurgency was passed onto the Americans during their involvement in the Vietnam War, where the battlegrounds were, again, the jungle. Much of British strategic thinking on counter-insurgency tactics in a jungle environment was passed on through BRIAM (British Advisory Mission) to South Vietnam headed by Sir Robert Thompson, a former Chindit and the Permanent Secretary of Defense for Malaya during the Emergency). The Americans further refined jungle warfare by the creation of such dedicated counter-insurgency special operations troops as the Special Forces (Green Berets), Rangers, Long Range Reconnaissance Patrols (LRRP) and Combat Tracker Teams (CTT). During the decade of active US combat involvement in the Vietnam War (1962--1972), jungle warfare became closely associated with counter insurgency and special operations troops. However, although the American forces managed to have mastered jungle warfare at a tactical level in Vietnam, they were unable to install a successful strategic program in winning a jungle-based guerrilla war. Hence, the American military lost the political war in Vietnam even though U.S. forces, especially special operations troops, won almost every major military battle against the Viet Cong guerrillas and the North Vietnamese Army. With the end of the Vietnam War, jungle warfare fell into disfavor among the major armies in the world, namely, those of the US/NATO and USSR/Warsaw Pact... US special operations troops that were created for the purpose of fighting in the jungle environment, such as LRRP and CTT, were disbanded, while other jungle-warfare-proficient troops, such as the Special Forces and Rangers, went through a temporary period of decline, until they found their role in counter-terrorism operations in the 1980s...

English/Nat U-S President Bill Clinton is pledging "continuing commitment" to the security of the Panama Canal. Clinton released a written statement in Washington, as the U-S relinquished control of the waterway at a ceremony in Panama on Tuesday. To the dismay of Panama, the U-S President skipped the event and sent former President Jimmy Carter instead. White House Press Secretary Joe Lockhart rejected the idea that Clinton's absence was linked to conservative criticism of the handover. Though the handover is now complete, White House Press Secretary Joe Lockhart is still defending U-S President Bill Clinton's decision not to go to the Panama Canal. Officials point out the president has already taken 12 foreign trips this year, and was unable to attend the canal ceremony because of scheduling conflicts. Lockhart rejected suggestions that Clinton's absence was linked to conservative criticism of the handover. SOUNDBITE: (English) "This decision is not made based on the politics. The president supported this treaty in 1977, '79. I think they started debating it in '77, or '78. Supported it then, supports it now, believes this is the right thing to do. You know, I think some of the somewhat, hysterical comments coming from the right, none withstanding, that seek to distort the record just have to be ignored, as it's often the best way to deal with some comments. You know, we can't do every trip that is important, but our commitment to the region is unparalleled." SUPER CAPTION: Joe Lockhart, White House Press Secretary Conservatives in the U-S have expressed fears that Panama is handing over the canal to China through a concession to operate ports at each end. However Clinton says the ceremony underscores America's confidence in the Panamanian government's ability to manage the canal. Clinton also pledged to work to ensure the canal remains open to global commerce. Standing in for Clinton in Panama, was former President Jimmy Carter. U-S Secretary of State Madeleine Albright cancelled her plans to attend after talks between Syria and Israel were scheduled in Washington for the day after the Panama ceremony. Lockhart shrugged off suggestions that the U-S was under represented at the event in Panama. SOUNDBITE: (English) "I think the U-S is well represented at this ceremony. We have a number of cabinet officers there. It's unfortunate, in one sense, that the Secretary of State couldn't go. But in another sense it's fortunate because we have these historic discussions that will begin tomorrow (Mideast talks). So, you take it as it comes."
