During the time this video was taken my companion was Elder Pineda from Honduras and we lived with the Diaz family (at 14 minutes). Apparently I was feeling under the weather at the time but I appear to be in good spirits.

The president supported this treaty in 1977, '79. I think they started debating it in '77, or '78. Supported it then, supports it now, believes this is the right thing to do. You know, I think some of the somewhat, hysterical comments coming from the right, none withstanding, that seek to distort the record just have to be ignored, as it's often the best way to deal with some comments. You know, we can't do every trip that is important, but our commitment to the region is unparalleled." SUPER CAPTION: Joe Lockhart, White House Press Secretary Conservatives in the U-S have expressed fears that Panama is handing over the canal to China through a concession to operate ports at each end. However Clinton says the ceremony underscores America's confidence in the Panamanian government's ability to manage the canal. Clinton also pledged to work to ensure the canal remains open to global commerce. Standing in for Clinton in Panama, was former President Jimmy Carter. U-S Secretary of State Madeleine Albright cancelled her plans to attend after talks between Syria and Israel were scheduled in Washington for the day after the Panama ceremony. Lockhart shrugged off suggestions that the U-S was under represented at the event in Panama. SOUNDBITE: (English) "I think the U-S is well represented at this ceremony. We have a number of cabinet officers there. It's unfortunate, in one sense, that the Secretary of State couldn't go. But in another sense it's fortunate because we have these historic discussions that will begin tomorrow (Mideast talks). So, you take it as it comes." It is headquartered at Fort Sam Houston, Texas... U.S. Army South has existed under its current name since 1986, but its historical roots reach back much farther, to the Isthmian Canal Commission and the Panama Canal Guard of 1904–1914, both of which played a pivotal role in the construction and early defense of the Canal. With the active support and encouragement of the United States, Panama declared its independence from Colombia on 3 Nov. 1903 and that same month, the United States received the right to build and administer the Panama Canal. On 8 Mar. 1904, President Theodore Roosevelt appointed an Isthmian Canal Commission (ICC), composed primarily of Army officers, to govern the Canal Zone and to report directly to the Secretary of War. In 1907, President Roosevelt appointed Army Lt. Col. George W. Goethals to the post of Chief Engineer of the ICC, officially turning construction of the Canal into a military project. To more adequately protect the Canal from external threats, the Army conducted an on-site survey in 1910 and began building defensive fortifications in 1911—to include Fort De Lesseps, Fort Randolph, and Fort Sherman on the Atlantic side, and Fort Amador and Grant on the Pacific side... On 1 July 1917, the Panama Canal Department was established as a separate geographic command with headquarters at Quarry Heights... ...By 1939, the military strength in the Canal Zone was about 14,000 and by early 1940, the troop strength rose to almost 28,000. In January 1943, the troop strength peaked at just over 67,000, as the Coastal Defense Network grew to include machine guns, barrage balloons, and smoke machines protected the Canal's locks. Army aircraft patrolled the Caribbean Sea searching for enemy German submarines... On 15 Nov. 1947, the Panama Canal Department became U.S. Army Caribbean, headquartered at Fort Amador... On 6 June 1963, the United States Caribbean Command (the theater command) was re-designated as the United States Southern Command, to reflect primary responsibility in Central and South America, versus the Caribbean. Meanwhile, the United States Army Caribbean was re-designated the United States Army Forces Southern Command. During the 1970s, the troop strengths averaged between 10,000 and 14,000 soldiers. Implementation of the Panama Canal Treaties of 1977 on 1 October 1979, brought with it the following changes: a new arrangement for the defense of the Panama Canal; the disestablishment of the Canal Zone; a change in designation for the brigade to 193rd Infantry Brigade (Panama), resulting in the beginning of the process of reorganizing from a heavy to a light infantry brigade; and a headquarters move from Fort Amador to Fort Clayton. On 4 December 1986, the United States Army South was activated as a Major Army Command and the Army component of United States Southern Command, with Headquarters at Building 95, Fort Clayton. Operation Just Cause, the United States military action used to depose Panamanian dictator, General Manuel Antonio Noriega, was officially conducted from 20 December 1989 to 31 January 1990. United States Army South Headquarters became the Headquarters for Joint Task Force-South, the Headquarters designated to execute the operation. During the Panama Invasion the total troop numbers increased to 27,000. Of these, 13,000 were already stationed in Panama and 14,000 were flown in from the United States..

There is a concluding handover ceremony taking place in Panama in mid-December. For many attending Tuesday's event, it marked a special occasion for relations between the two countries. SOUNDBITE: (English) "Certainly I feel sadness but that isn't out of a sense of regret or frustration that we are giving up all this area. The sense of loss I feel is that I am leaving part of my life, I am leaving the part of me that played when I played soccer in that field (points) or the part of me that worked with friends or ran miles in laps here. Or went to jungle school 18 years ago. So, the sadness is very simply that I am leaving a part of my life back here. By the same token I am taking some of it with me, my Panamanian wife." SUPER CAPTION: Lieutenant Colonel Byron Conover But Panama's President made it clear that this was the last time a U-S military presence would be allowed on Panama's soil. SOUNDBITE: (Spanish) "Many have speculated on the trip that a group of officials made to the U-S. I will make clear, categorically, that this government will not negotiate any deal that might mean the continuation of the U-S military presence here. " SUPER CAPTION: Panamanian President Mireya Moscoso The United States will be represented in Panama by former President Jimmy Carter, whose administration negotiated the treaties that established the framework for the handover. Secretary of State Madeleine Albright will also be present for the main ceremony. It will mark the end of almost one hundred years of U-S presence in the area. U-S President Clinton said he wished the Panamanian's well. SOUNDBITE: "I supported it at the time and I still support it, I think that it's the right thing to do. I think that the new government of Panama is committed to governing the canal in an appropriate way and keeping it open and working with us to do so and having good relations."
